This is required for ARM GICv5 support. At this stage, only PPIs are supported as the creating of the IRS and ITS are not imlemented in KVM. This change needs to be refreshed once the GICv5 KVM support has made it into Linux. For now, it is based on WIP changes. Change generated using util/update_headers.sh.
